On September 10, 2014, Jeffrey Epstein sent an email to Peter Thiel with a proposed schedule for the coming Saturday:
"proposed schedule. 2 pm one on one you and I, 3-4 bill burns to join. i will need alone time with him after. 730 woody and kathy ruemmler for dinner (again you can bring guest/s if you choose). sunday lunch with bob kerrey if you have interest or we can continue our one on one."1
Read it again.
Bill Burns was the Deputy Secretary of State — the second-highest-ranking diplomat in the United States. Epstein required "alone time" with him. The dinner afterward, with a filmmaker accused of child sexual abuse and the former White House Counsel, was the social reward. The brunch the next morning featured a former U.S. Senator and a former Obama regulatory czar.
All of this was happening in the living room of a convicted sex offender who had served thirteen months in a Palm Beach county jail for procuring a minor for prostitution.
It was September 2014, and Jeffrey Epstein was running a salon.
The Guest List
The EFTA corpus preserves the scheduling emails that choreographed Epstein's September. They were managed primarily by Lesley Groff, Epstein's executive assistant, who distributed daily schedules by email to his personal Gmail account (jeevacation@gmail.com). These are not secondhand accounts or reconstructed memories. They are contemporaneous business records — the operational paperwork of a social machine.
On September 22, Groff's schedule email contained a master list under the heading "People To See":
Jagland, Terje, Thiel, Simon, Kathy, Cass, Woody, Jabor, Ehud, Leon, Stone, Maldives, Mada Kasak, India, Sommers, Boris, Barbro, Bill Burns2
Sixteen names. Each one represented a separate meeting, meal, or "appointment" at 9 East 71st Street — Epstein's Manhattan townhouse, the same property where the FBI would later find hidden cameras, CDs labeled with young women's names, and a safe containing an Austrian passport with Epstein's photograph under a false identity.
The names on that list included:
- **William J. Burns** — Deputy Secretary of State (later CIA Director)
- **Thorbjørn Jagland** — Secretary General of the Council of Europe
- **Ehud Barak** — former Prime Minister of Israel
- **Kathryn Ruemmler** — former White House Counsel

- Boris — Boris Nikolic, Bill Gates's science advisor (later named backup executor of Epstein's will)
In a single month, the second-highest diplomat in the United States, the head of Europe's primary human rights institution, a former prime minister, a former White House counsel, a former treasury secretary, and a billionaire venture capitalist all passed through the living room of a man who had pled guilty to procuring a child for prostitution.
The Compartments
Epstein did not host parties. He hosted compartments.
The September 13 schedule reveals a day sliced into carefully managed time blocks — each guest combination isolated from the others:

Burns was gone before Allen arrived. Thiel overlapped with Burns but was excused for the "alone time." Ruemmler came for dinner but not the afternoon meetings. Each person saw a different slice of Epstein's world.
This was not sloppy hosting. This was operational security.
Three days earlier, Epstein had emailed Thiel with a different configuration: "ehud, bill burns (dept sec of state), terje roed-larsen will all be at the house on jun 1."3 He identified Burns by his current government title — "dept sec of state" — deploying it as social currency to attract Thiel. The Deputy Secretary of State was not a guest. He was a credential.
The Deputy Secretary of State
William J. Burns was not a retired diplomat making social calls. In September 2014, he was the sitting Deputy Secretary of State — the number-two position in American diplomacy, responsible for global policy oversight across every region and every crisis.
Burns appeared at Epstein's townhouse at least twice that month:
- September 13: The compartmentalized afternoon with Thiel, followed by Epstein's required "alone time"1
- September 24: Groff schedule: "5:00pm Appt w/Bill Burns"4
He also appeared on the September 22 "People To See" master list.2
Epstein actively brokered Burns's access to others. In an earlier email to Terje Rød-Larsen, the UN Special Envoy and president of the International Peace Institute, Epstein wrote: "I suggest you reach out to Bill Burns and tell him you are there if he needs help."5
In another: "I think John Kerry might be busy for awhile. they will turn to Bill Burns who will need more help. middle east syria egypt etc."6
Even in 2018 — four years after Burns had left government — Epstein told Steve Bannon: "i suggest you meet bill burns. ask terje."7
A convicted sex offender was running a back-channel diplomatic network, with the Deputy Secretary of State at its center.
In March 2021, William J. Burns became the Director of the Central Intelligence Agency.
The Secretary General
Thorbjørn Jagland was the Secretary General of the Council of Europe — the continent's primary human rights institution, responsible for the European Convention on Human Rights and the European Court of Human Rights. He was also the Chairman of the Norwegian Nobel Committee, the body that awards the Nobel Peace Prize.
His relationship with Epstein was not casual. The corpus documents:
Direct, first-name correspondence. Jagland emailed Epstein as "Jeffrey" and signed as "T."8
Epstein paid for his accommodations. In March 2014, Epstein's assistant booked three rooms at the Ritz for Jagland's visit. When Jagland cancelled — "because he is involved with some negotiations with regards to the Ukraine and Mr. Putin" — the assistant negotiated a hotel credit rather than a refund. Epstein absorbed the cost.9
Jagland hosted Epstein at his official residence. In March 2013, Jagland invited Epstein and another guest (a "Bill" with security detail) to the Secretary General's residence in Strasbourg. Jagland offered rooms and office space. Epstein arrived by private plane.10
Jagland was invited to Epstein's island. Multiple corpus emails read: "thorbjorn jagland will be on the island for the entire next week, come visit."11
Jagland expressed extraordinary gratitude. In April 2014, after cancelling a trip that Epstein had arranged, Jagland wrote: "Dear Jeffrey, it's unbelievable what you have done for me despite the fact that I could not come."12
Unbelievable. What, exactly, had Epstein done for the Chairman of the Nobel Peace Prize Committee that merited that word?
The Pattern
September 2014 was not an anomaly. It was the visible peak of a system that the EFTA corpus documents across years.
The system worked like this:
Step 1: Attraction. Epstein used one high-value contact to lure another. Burns's government title attracted Thiel. Ruemmler attracted Sunstein. bill gates attracted Boris Nikolic. Each person came for the person they already knew; they stayed because of the person they wanted to meet.
Step 2: Compartmentalization. Guests were managed in isolation. Each saw a different combination. A venture capitalist met a diplomat. A former White House counsel met a filmmaker. A former senator met a tech billionaire. No one saw the full guest list. Only Epstein and Groff held the complete picture.
Step 3: Obligation. The gifts, the hotel rooms, the access, the introductions — each one created a thread of reciprocal obligation. Jagland's three Ritz rooms. Ruemmler's ring. The "alone time" with Burns. What was exchanged in those private sessions is not documented in the scheduling emails. But the existence of the sessions is.
Step 4: Persistence. Even after Burns left government. Even after Ruemmler moved to Latham & Watkins. Even after Epstein's conviction became well-known. The relationships continued. Epstein was still brokering introductions to Burns in 2018. Ruemmler was still receiving gifts in 2016. The salon was not a one-time event. It was an ongoing operation.
The Room
In July 2019, the FBI raided 9 East 71st Street — the same townhouse where all of these meetings took place.
They found:
- An Austrian passport in a safe, with Epstein's photograph under the name "Marius Robert Fortelni," containing travel stamps from Saudi Arabia, France, Spain, and the United Kingdom13
- CDs in the safe labeled with young women's names14
- Evidence of concealed cameras throughout the property14
When Congress later asked FBI Director Christopher Wray whether the FBI possesses Epstein's surveillance recordings, he refused to confirm or deny.15
The sitting Deputy Secretary of State had "alone time" in a room that may have been recorded. The Secretary General of the Council of Europe dined in a house with hidden cameras. The former White House Counsel received hand-delivered jewelry from a man who kept passports under false names.
They all came to the salon. The question is what the salon was for.
[!speculation] The convergence of intelligence officials, diplomatic leaders, and political figures at a property equipped with surveillance infrastructure — operated by a man who, according to an FBI confidential source, was running "an Israeli state-sponsored technology collection and extortion operation" — raises questions that the EFTA corpus cannot fully answer. The scheduling emails prove who was there. They do not prove what was recorded, or who saw the recordings.
